If you need one small tool for them...

In case you'd like to play/work with those toolbars saved in bookmark.nsf - we have such tool called ToolbarPlus LSX, which works with Lotus Notes R6/R7/R8 on Windows. You could enumerate all of them, change them via LotusScript, etc. It's already in production use by several customers.
